Sturgeon County – Council unanimously endorsed a development permit for Horton CBI Ltd. to build an estimated $18 million facility at their Sturgeon County location.
A development permit was issued by the County’s Municipal Planning Commission Apr. 17 for a Module Assembly Yard at the company’s existing Sturgeon County site in the Sturgeon Industrial Park. According to the development proposal, approximately 78 vessels will be assembled at the Sturgeon County site for the Imperial Oil Kearl Lake oil sands project.
The proposed development would include two canvas buildings, an office, lunchroom, two washroom trailers, guardhouse and two temporary buildings for customer offices. Staff on site will vary between 27 and 135 in 2012 and may increase to as many as 400 at full build out.
The $18 million project calls for more than $3 million in offsite levies for the County, monies to be used for the design and installation of water and wastewater connections to the property line on behalf of the Developer and the design and rebuilding of 800 meters of Township Road 552 and the intersection improvement of Secondary Highway 825 and Township Road 552. Both road improvements are seen as necessary to give proper access to the development.
The project is the second recently-announced economic development project in Sturgeon County. Pembina Pipeline Corporation (formerly Provident Energy) received development permit approval for Ethylene Handling Additions at their existing Sturgeon County facility Apr. 17. The proposed facilities will allow Pembina Pipeline to modify or add to its existing facilities with piping compression and drying equipment in order to facilitate the handling of ethylene. The project is estimated at $45 Million. According to the development proposal, the project along with other work on site is estimated to require up to six new staff.
