Raising the roof

Legal Council held their Mar. 16 meeting at Town Hall under an unfinished peaked roof. The Town is currently having a peak roof put on the building. The project, including stucco and black roof covering, is not to exceed $20,000 and is in the 2015 operating capital budget.

Road work to proceed

In his written report, CAO Robert Proulx said the 2015 Road Improvement Project tender documents were reviewed, revised and finalized recently. The package will be advertised in the Alberta Road Builders paper with bids to close Apr. 7

The preliminary cost estimate from the engineer is $593,000 and with additional costs estimated to be more than $693,000 for repairs to underground utilities, sanitary services that need repair and quality control testing.

Council approved applying for money from the Building Canada Fund (BCF).

In his report, Proulx said the project would involve the replacement of approximately 1700 meters of sanitary sewer line and up-sizing the sanitary line from a 250 mm diameter to a 375 mm diameter sanitary line. The cost for replacing the sanitary line is estimated at $2.3 million dollars.

Policing priorities

Priorities for Policing in 2015 were discussed and approved by Council and will be submitted to the Morinville RCMP Detachment.

Recommended priorities include property crime and to reducing property crime by targeting high-risk known offenders and other related criminal activities. The second priority for Legal was community engagement. Council requested more RCMP presence in the community to form ties with residents and community groups. Their third policing priority was traffic safety through awareness, education, planning and enforcement.

Arena to close for season

The last day for ice rentals is Mar. 29, but curling will remain open until Apr. 12 so the Legal Curling Club can host the Spring Bonspiel.

Water management

Council heard municipalities are being encouraged to develop a Storm Water Management Plan for their municipality.

Snow dump guidelines are regulated under the wastewater regulations and municipalities are encouraged to develop guidelines for snow dump sites.

Alberta Environment and Sustainable Resource Development and Alberta Environment are working together to streamline the requirement for wastewater discharge and monitoring.

Legal is making inquiries into the purchasing of a Sanitary Service CCTV Inspection Camera at approximately $12,000. This camera will allow the town to inspect lateral sewer lines from house to sewer mains. Some sewer services are causing back up into homes.

Council round table

Councillor Pat Hills attended the Roseridge Landfill meeting and said they are still in negotiations with Sturgeon County on an agreement for Management fees, and a substantial increase in fees was brought up.

Councillor Trina Jones said she had the opportunity to speak with the Deputy Minister of Transport, and he is more than willing to set up a meeting with Legal after the provincial budget. Subject matter was Highway 651 and the infrastructure needs of Legal versus what they want.

Deputy Mayor Carol Tremblay said The Capital Region Board (CRB) subcommittee meetings will no longer just be held in Edmonton; they will start doing them throughout the surrounding communities.

The Growth Plan task force committee will begin their road show in April and they will bring consultants out to discuss four or five key points within the region and have municipalities within that region gather and talk to consultants. The consultants will be taken to the 24 municipalities. Sturgeon County is the first stop on Apr. 15.

Volunteers to be appreciated

The Legal Volunteer Appreciation Night is Apr. 17 with the theme Spring has Sprung Volunteers. The event is open to the public with finger foods, guest speaker (in discussion), presentations by volunteer organization on their goals, meeting dates and other information they wish to share. Cost is $10 and attire is casual.
